National symbols

A state picks a bird, a flower, a beast and a sentence, and they end up on the passport, the coinage and the football shirt. This is 603 of those choices across 199 countries and 21 kinds of thing.

The finding is how few are law. 123 of 603 are designated by statute, decree or constitution. A further 106 rest on a grant of arms or an agency designation, which is a decision by an office rather than a legislature. That leaves 374 — more than half — widely cited, printed in almanacs, repeated on official tourism pages, and never actually enacted. A register that did not separate the three would be repeating the confusion it exists to resolve.

7 of the subjects do not exist. A griffin, a dragon and a unicorn are as designable as a heron, and a state choosing an animal that was never alive is choosing differently from one choosing an animal it has.
