Unicode: not encoded — the marker system has no codepoint, and by its own logic could not usefully have one
The job: Keep human beings away from the Waste Isolation Pilot Plant, a deep repository for transuranic waste in New Mexico, for ten thousand years — across a span in which no language, script, institution, nation or symbol system can be assumed to survive, and during which the warning must be understood by people who share nothing with its authors but a body.
Standards: None, and that is the finding. The US Department of Energy convened expert panels rather than adopting a symbol, because every candidate failed the durability test. The 1993 Sandia report recommended redundancy across modes instead of a mark: hostile earthworks, buried warning layers, monoliths carrying the message in many languages, and a maintained archive — with the text written at several levels at once, from plain prose to pictograph. Its opening line is deliberately anti-monumental: “This place is not a place of honor” — Sandia National Laboratories, 1993.
Failure modes: The trefoil ☢ means nothing to anyone who has not been taught it — a finding the IAEA confirmed by testing, and the reason ISO 21482 exists (→ Atlas, SYM·0027). Menace is the deeper problem: a landscape of thorns may read as a challenge or a boast, and every civilisation that has built something forbidding has eventually had it excavated by people who assumed treasure. The pyramids were built to keep visitors out and are now a queue.
Cultural flips: The panels concluded the flip is not avoidable inside a single mark, and reached for non-visual carriers instead. Thomas Sebeok proposed an “atomic priesthood” — a relay of ritual and renewed myth carrying the warning across generations that will not share our script. Françoise Bastide and Paolo Fabbri proposed breeding cats that visibly change colour near radiation and seeding the association into folklore and song, so the meaning would ride language change rather than resist it. Both are serious answers to the observation that symbols decay faster than plutonium.
